Research & Development (Innovation) is considered as the driving force for economic development and growth of a nation’s economy. Therefore, worldwide governments assign considerable budgets for research works and the search for innovative ideas. However, the impact of the funded research on the economic growth and economic development widely remains uncounted. Research impact assessments are available based on the number of citations in publications, but tend to ignore the non-academic impact of research works to economies. Experts are puzzling, how to structure Research & Development works that economically successful inventions and innovations could be expected as the standard of Research & Development works like it is expected from activities in company departments such as manufacturing or sale.
This research will refer to the structure of Research & Development works as generally discussed for Open Data. The tools of Data Management Plans (DMP) and lifecycle management will be added in order to construct a sound database for the respective research work for an indefinite lifetime of data that will allow research impact assessments including non-academic impact assessments at any time. The Ethiopian Ministry of Education is introducing institutional repositories at all universities and is supporting the National Academic Digital Repository (NADRE) as an aggregated repository. This paper will consider repositories as the platform to accommodate digital research centers as One-Stop-Shop.
The research question will refer to the model of a One-Stop-Shop for researchers and stakeholders of Research & Development projects by asking “What can research centers contribute to measure the non-academic impact of research works”.
The assumption laid out refers to research works as investments. Subsequently, investors (funders) expect pay-backs in form of return of investment (RoI) rates.
This paper will capture the general discussion about Research & Development as an investment and will provide insights to the topic of non-academic impact of research & development works in the introductory chapter. Chapter 2 will elaborate the objectives and set the expectations of the different stakeholder. Chapter 3 will present the concept of research centers as One-Stop-Shops, followed by a literature review about the current discussion on research impact assessment, the analyses of NADRE and its qualification as One-Stop-Shop for researchers, research managers and stakeholders as well as the resource for research statistics and impact assessments. Chapter 4 will evaluate the findings and present the conclusions.
